GENERAL DESCRIPTION:

Performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning for the Regulatory Services Division (RSD). Work includes licensing, regulating, investigating and oversight over various programs to include vehicle inspections, metal recycling, ignition interlock devices, private security, Texas Compassionate Use Program (medical marijuana) and license to carry. Work involves providing strategic direction, establishing goals and objectives; overseeing the development and implementation of policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets for the division. Supervises the work of others including commissioned peace officers who conduct criminal investigations. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES / RESPONSIBILITIES:

Develops and implements techniques for evaluating program activities and/or business functions; and identifies need for changes. Directs activities of the Licensing and Regulatory, Compliance and Enforcement, Operational Services and Support, Texas Compassionate Use Program, and Regulatory Crimes services and the management of operations in accordance with state and federal laws, rules, regulations and statutes. Develops, establishes, and implements goals and objectives consistent with the agency’s strategic plan; and develops standards for achieving those goals. Provides guidance and oversight in the planning, direction, and coordination of criminal investigations and operations to ensure DPS and RSD objectives are fulfilled. Develops policies, procedures, and guidelines; and monitors compliance. Represents the agency at business meetings, hearings, trials, legislative sessions. Reviews results of Office of Inspector General investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance. Participates in activities related to the legislative process including responding to legislative requests for information, providing legislative testimony, and oversees the implementation of legislative changes. Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities. Participates in and/or oversees strategic communication efforts of all programs. Serve on various committees and participate in organizations related to RSD programs. Travel and attend conferences accordingly. May act as division chief in their absence. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies. Performs other duties as assigned. GENERAL QUALIFICATIONS and REQUIREMENTS: Education – Graduation from an accredited four-year college or university with a major in Business Administration, Business Management, Public Administration or a related field. Experience – Minimum of eight (8) years progressive experience performing complex leadership and management duties and current commissioned rank of Major or higher or current classification within the Director series. Experience working in a regulatory or law enforcement environment is preferred. Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis. Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence. Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Supervisory/Managerial/Leadership skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals. Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism. Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner. Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Technology – Must possess appropriate levels of proficiency with utilized software (e.g. MS Office, CAPPS, SharePoint) and systems and be able to learn new software/systems. Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information. Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices. Travel and/or Schedule – Availability for after-hour and weekend work is required. A DPS employee who is selected for a position in their current salary group and state title will be transferred with no salary change. A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary. Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
